一、山東腦科學(xué)與類腦研究院簡(jiǎn)介

山東腦科學(xué)與類腦研究院是山東省人民政府批復(fù)成立的省級(jí)新型研發(fā)機(jī)構(gòu)，由濟(jì)南市人民政府和山東第一醫(yī)科大學(xué)共建共管，中國科學(xué)院院士、山東第一醫(yī)科大學(xué)校長(zhǎng)陸林擔(dān)任首任院長(zhǎng)。擬打造全國領(lǐng)先的腦科學(xué)與類腦研究科技研發(fā)共享平臺(tái)，成為全國腦科學(xué)與類腦研究“第三極”。山東第一醫(yī)科大學(xué)腦科學(xué)與類腦研究院（簡(jiǎn)稱“腦研院”）成立于2022年9月，是山東第一醫(yī)科大學(xué)高端科研創(chuàng)新平臺(tái)之一，承擔(dān)山東腦科學(xué)與類腦研究院的建設(shè)任務(wù)。在省委、省政府、濟(jì)南市和大學(xué)的支持下，腦研院在平臺(tái)建設(shè)、人才隊(duì)伍、科研創(chuàng)新、成果轉(zhuǎn)化等方面成效顯著，已成為我國腦科學(xué)研究領(lǐng)域的重要力量。

腦研院大力推進(jìn)科研平臺(tái)建設(shè)，獲批“先進(jìn)藥物遞釋系統(tǒng)全國重點(diǎn)實(shí)驗(yàn)室”和“內(nèi)分泌糖脂代謝與腦老化教育部重點(diǎn)實(shí)驗(yàn)室”國家級(jí)平臺(tái)，以及山東省腦科學(xué)重點(diǎn)實(shí)驗(yàn)室、腦網(wǎng)絡(luò)功能解析與重構(gòu)山東省高等學(xué)校未來產(chǎn)業(yè)工程研究中心等多個(gè)省級(jí)以上平臺(tái)。磁共振腦成像中心正式投入使用，成為山東省首臺(tái)科研專用磁共振成像平臺(tái)，為山東省腦科學(xué)發(fā)展提供了強(qiáng)大的科研利器。同時(shí)，還建立了多模態(tài)腦功能評(píng)估與增強(qiáng)平臺(tái)；升級(jí)了電生理平臺(tái)等設(shè)備，極大提升了神經(jīng)科學(xué)研究領(lǐng)域的實(shí)驗(yàn)?zāi)芰�，為科研工作提供了�?jiān)實(shí)的硬件支撐。

目前腦研院已入駐27位PI和30余位青年骨干，其中兩院院士1人，國家級(jí)人才5人，省部級(jí)人才22人。自成立以來，腦研院主持49項(xiàng)科研項(xiàng)目，其中國家級(jí)18項(xiàng)。知識(shí)產(chǎn)權(quán)方面，獲發(fā)明專利授權(quán)4件，軟件著作權(quán)登記1件，6件發(fā)明專利正在申請(qǐng)中。學(xué)術(shù)產(chǎn)出上，腦研院團(tuán)隊(duì)在國際高水平雜志發(fā)表論文56篇，影響因子10分以上18篇，5-10分15篇。在成果轉(zhuǎn)化方面，“經(jīng)顱強(qiáng)交流電刺激技術(shù)”成功產(chǎn)業(yè)轉(zhuǎn)化，孵育濟(jì)南場(chǎng)御醫(yī)療科技有限公司落地濟(jì)南國際醫(yī)學(xué)中心。

二、項(xiàng)目介紹

國家自然科學(xué)基金優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）旨在吸引和鼓勵(lì)在自然科學(xué)、工程技術(shù)等方面已取得較好成績(jī)的海外優(yōu)秀青年學(xué)者（含非華裔外籍人才）回國（來華）工作，自主選擇研究方向開展創(chuàng)新性研究，促進(jìn)青年科學(xué)技術(shù)人才的快速成長(zhǎng)，培養(yǎng)一批有望進(jìn)入世界科技前沿的優(yōu)秀學(xué)術(shù)骨干，為科技強(qiáng)國建設(shè)貢獻(xiàn)力量。

三、申報(bào)條件

1.遵守中華人民共和國法律法規(guī)，具有良好的科學(xué)道德，自覺踐行新時(shí)代科學(xué)家精神；

2.出生日期在1985年1月1日（含）以后；

3.具有博士學(xué)位；

4.研究方向主要為自然科學(xué)、工程技術(shù)等；

5.在取得博士學(xué)位后至2025年9月15日前，一般應(yīng)在海外知名高校、科研機(jī)構(gòu)、企業(yè)研發(fā)機(jī)構(gòu)等獲得正式教學(xué)或者科研職位，且具有連續(xù)36個(gè)月以上工作經(jīng)歷；在海外取得博士學(xué)位且業(yè)績(jī)特別突出的，可適當(dāng)放寬工作年限要求（不適用于通過中外聯(lián)合培養(yǎng)方式取得海外博士學(xué)位的情況）。

在海外工作期間，同時(shí)擁有境內(nèi)帶薪酬職位的申請(qǐng)人，其境內(nèi)帶薪酬職位的工作年限不計(jì)入海外工作年限。

6.取得同行專家認(rèn)可的科研或技術(shù)等成果，且具有成為該領(lǐng)域?qū)W術(shù)帶頭人或杰出人才的發(fā)展?jié)摿Γ?/p>

7.申請(qǐng)人尚未全職回國（來華）工作，或者2024年1月1日以后回國（來華）工作。獲資助通知后須辭去海外工作并全職回國（來華）工作不少于3年。

四、限項(xiàng)要求

執(zhí)行國家科技人才計(jì)劃統(tǒng)籌銜接的相關(guān)要求。同層次國家科技人才計(jì)劃只能承擔(dān)一項(xiàng)，不能逆層次申請(qǐng)。

五、支持條件

對(duì)于以山東第一醫(yī)科大學(xué)為依托單位獲批國家自然科學(xué)基金優(yōu)秀青年科學(xué)基金項(xiàng)目（海外），全職來校（院）入職的項(xiàng)目負(fù)責(zé)人，可享受以下支持條件：

1.資源配置

聘任為教授/研究員，博士生導(dǎo)師，獨(dú)立PI，配備工作助手，提供博士后、研究生招生指標(biāo)，支持組建高水平科研團(tuán)隊(duì)，安排辦公實(shí)驗(yàn)用房。

2.薪酬待遇

（1）提供具有競(jìng)爭(zhēng)力的年薪、購房補(bǔ)貼和科研支持經(jīng)費(fèi)，享受有關(guān)個(gè)人所得稅優(yōu)惠，同時(shí)為人才及隨行家屬提供回國（來華）就業(yè)前生活補(bǔ)貼；

（2）合同任務(wù)外標(biāo)志性成果獎(jiǎng)勵(lì)上不封頂；

（3）享受人才周轉(zhuǎn)公寓，協(xié)助解決配偶工作、子女入學(xué)及落戶等生活問題，同時(shí)山東第一醫(yī)科大學(xué)多家附屬醫(yī)院為人才提供一流的醫(yī)療保健服務(wù)；

（4）符合條件的推薦申報(bào)省市各級(jí)相關(guān)支持項(xiàng)目，協(xié)助申領(lǐng)山東惠才卡，可享受出入境和居留、醫(yī)療保健、社會(huì)服務(wù)等29項(xiàng)綠色通道服務(wù)。

Shandong Institute of Brain Science and Brain-inspired Research is a new institution approved by the Shandong Provincial People's Government, jointly established and managed by the Jinan Municipal People's Government and Shandong First Medical University, with Lin Lu, academician of the Chinese Academy of Sciences and president of Shandong First Medical University, as the first president. It is planned to build a leading research and sharing platform for brain science and brain-inspired research in the country, and become the "third pole" of brain science and brain-inspired research in the country. Established in September 2022, the Institute of Brain Science and Brain-inspired Research of Shandong First Medical University (hereinafter referred to as the "Brain Research Institute") is one of the high-end scientific research and innovation platforms of Shandong First Medical University, undertaking the construction task of Shandong Institute of Brain Science and Brain-inspired Research. With the support of the local government and university, the Brain Research Institute has achieved remarkable results in platform construction, talent team, scientific research innovation, and achievement transformation, and has become an important force in the field of brain science research in the country.

The Brain Research Institute has vigorously promoted the construction of scientific research platforms, and has been approved as a national platform of "National Key Laboratory of Advanced Drug Delivery System" and "Key Laboratory of Endocrine Glucose and Lipid Metabolism and Brain Aging of the Ministry of Education", as well as Shandong Provincial Key Laboratory of Brain Science and Shandong Provincial Brain Network Function Analysis and Reconstruction Future Industry Engineering Research Center. The Magnetic Resonance Brain Imaging Center was officially put into use, becoming the first special magnetic resonance imaging platform for scientific research in Shandong Province, providing a powerful scientific research tool for the development of brain science in Shandong Province. At the same time, a multimodal brain function assessment and enhancement platform has also been established. The electrophysiology platform and other equipment have been upgraded, which has greatly improved the experimental capabilities in the field of neuroscience research and provided solid hardware support for scientific research work.

At present, the Brain Research Institute has settled 27 PIs and more than 30 young backbones, including 1 academician of the two academies, 5 national talents, and 22 provincial and ministerial talents. Since its establishment, the Institute has presided over 49 scientific research projects, including 18 at the national level. In terms of intellectual property rights, 4 invention patents have been authorized, 1 software copyright has been registered, and 6 invention patents are pending. In terms of academic output, the team of the Brain Research Institute has published 56 papers in international high-level journals. In terms of achievement transformation, the "transcranial strong alternating current stimulation technology" has been successfully transformed into an industry, and Jinan Changyu Medical Technology Co., Ltd. has been incubated to land in Jinan International Medical Center.
